Exhibit 7.2—Information coordination and decision making for emergency response set out in the Federal Emergency Response Plan
This flow chart reflects the different groups and individuals involved in emergency interventions set out in the Federal Emergency Response Plan. The chart is divided into two activities: information/coordination and decision making.
At the bottom of the image is the Information and Coordination section, which shows the interaction of the departmental national operation centres, the provinces and territories, and international groups with the Government Operations Centre (including Public Safety Canada and other government departments’ liaison/representatives). The relationships are indicated by two way arrows.
The Government Operations Centre is linked to the Decision Making section through the Assistant Deputy Ministers’ Emergency Management Committee, which is the lowest rung in the decision-making chain of command. Issues may be referred up the chain for decision making in the following order:
- Federal Coordinating Officer
- Deputy Ministers’ Committee
- Cabinet Committee for Operations
