Media Advisory—The Office of the Auditor General of Canada will deliver 8 performance audit reports to the House of Commons on Tuesday, June 10th 2025
Ottawa, 29 May 2025—On Tuesday, June 10th 2025, the Auditor General of Canada, Karen Hogan, and the Commissioner of the Environment and Sustainable Development, Jerry V. DeMarco, will jointly deliver 8 performance audit reports to the House of Commons. Copies of the reports of the special examinations of the Canadian Tourism Commission and the Canadian Air Transport Security Authority are also included in this release. Tabling in Parliament is expected at approximately 10:00 am Eastern Time (ET). Descriptions of the reports are provided below.

The following reports will be included in this release:
Report 1—Registration Under the Indian Act. This audit focuses on whether Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada effectively and efficiently managed the registration process under the Indian Act.
Report 2—Delivering Canada’s Future Fighter Jet Capability. This audit focuses on whether National Defence developed plans for the introduction of the CF-35A fighter aircraft into service and achieved progress against them so that fighter jet capability would be delivered on time and on budget to meet the government’s operational commitments to the North American Aerospace Defense Command (NORAD) and the North Atlantic Treaty Organization (NATO), and to assert Canadian sovereignty.
Report 3—Current and Future Use of Federal Office Space. This audit focuses on whether Public Services and Procurement Canada managed the government’s office portfolio to provide adequate space for the public service while minimizing costs to Canadians, with the support and guidance of the Treasury Board of Canada Secretariat. This audit also focuses on whether the Canada Mortgage and Housing Corporation managed the Federal Lands Initiative in a manner that enables it to achieve the aims of the Federal Lands Initiative under Canada’s National Housing Strategy with the support of Housing, Infrastructure and Communities Canada.
Report 4—Professional Services Contracts with GCStrategies Inc. This audit focuses on whether the contracts awarded and the payments made to GCStrategies and other companies incorporated by its co‑founders were in accordance with applicable policy instruments and whether value for money for these contracts was obtained.
Special examinations of Crown corporations: the Canadian Tourism Commission and the Canadian Air Transport Security Authority.
Reports prepared by the Commissioner of the Environment and Sustainable Development
Report 1—National Adaptation Strategy. This audit focuses on whether Environment and Climate Change Canada and other leading departments effectively designed the National Adaptation Strategy. This audit also examines early implementation of 7 programs from the federal action plan that play key roles in advancing the Government of Canada’s contribution to the National Adaptation Strategy.
Report 2—Critical Habitat for Species at Risk. This audit focuses on whether Environment and Climate Change Canada, Fisheries and Oceans Canada, and Parks Canada identified critical habitat for species at risk to the extent possible based on the best available information. The audit also focuses on whether Environment and Climate Change Canada, Fisheries and Oceans Canada, and Parks Canada monitored the implementation of conservation actions for critical habitat on federal land. Lastly, it looked at whether Fisheries and Oceans Canada evaluated whether applicants minimized impacts to species at risk before issuing authorizations and permits.
Report 3—Integrated Oceans Management. This audit focuses on whether Fisheries and Oceans Canada effectively led and facilitated the development and implementation of an integrated oceans management approach for the conservation of ecosystems, sustainable use of marine resources, and shared use of ocean spaces.
Report 4—Lessons Learned from Canada’s Record on Sustainable Development. This report, which is not an audit, looks at 3 decades of Canadian efforts to foster sustainable development. We reviewed our previous audit recommendations, interviewed experts in the field, former government officials, and former commissioners of the environment and sustainable development, and identified 6 lessons learned.
